to the High Commissioner Federation of Malaya, rises in proportion to salary up to a maximum rate of £224 p.a. at basic salary of £700 p.a. for married men is payable at that rate on all higher salaries.

Acceptance of the suggestion now made for Hong Kong would mean similar arrangements in the two territories for the time being (though the Hong Kong maximum rate would be admittedly higher than the Malayan maximum rate). The whole question of "the taper"could then be considered

by both territories in the course of the consultation between them which we have asked for in cur

Will you please let me know as early as possible whether you agree to this course? I attach a draft of a telegram we should like to send to Hong Kong.

It seemed to us that the first part of the sentence at the end of paragraph 1 of the Governor's telegram No. 87 required an answer. and I have. added this as paragraph 3 in our draft telegram, at the same time taking the opportunity to stress the necessity for consultation with Malaya. As to the second part of that sentence I would agree with it, but I do not think there is need to comment on this, as the decision as to whether, and if so how much,
